DCP still has its head in the sand over C3MS

The Department for Child Protection (DCP) has fobbed off PSA members’ concerns about the troubled C3MS case management system, saying that “staff are now reporting positively about the way C3MS is operating”.

In response to a letter from the PSA highlighting members’ ongoing frustration with the system DCP Chief Executive Cathy Taylor said: “C3MS was experiencing unusual intermittent periods of slower system performance which for some users would have been perceived as the system being unavailable.”

The C3MS system is crashing so regularly that it makes it near impossible for members to do their jobs properly. This is a real problem that needs a real solution.

The Department’s attempt to play down the problem is an insult to our hard-working members who rely on having information at hand, in a timely manner, to make important decisions around child protection. This is a problem felt by members across a number of departments who rely on and interact with the C3MS system.

The one positive in DCP’s letter is confirmation that “the department has prepared a business case for government, which seeks investment for the system to be modernised”.

This at least indicates some recognition that improvements are needed.

The PSA is aware that the C3MS system and associated issues are being discussed at a Chief Executive level across departments, however DCP is the department ultimately responsible for the system and any improvements required.
